Maybe: 1) Commandments are pragmatic. Plagues are, for the most part, just a story. 2) It's easy to accept a god that gives tangible commandments on how to live. It's harder to digest a story of God sending plagues on people.
i think it's because morality and rule establishing come natural to our brains. the idea of a god who displays his glory through plagues and the redemption of a particular people is a little harder to digest.
